Inhalation of white phosphorus can pulmonary edema, so that's likely what the oxygen is for. Being exposed for long periods of time can also cause more severe systemic effects.

Keep in mind that the current official death toll only accounts for 70% of the dead who have been identified. Many more are unidentified, trapped under the rubble, or are actively dying when their healthcare system has collapsed.
